"Freedom is possible only in democratic political environments where governments are accountable to their own people; the rule of law prevails; and freedoms of expression, association, and belief, as well as respect for the rights of minorities and women, are guaranteed."

This is distinct from libertarian notions of freedom, which consist primarily of economic freedoms and freedom from government, often disdaining democracy and equality. Freedom House was established in 1941 and predates modern libertarianism. It is not funded by the right-wing funders of libertarian propaganda.
