Much of the heat and noise comes from attempting to claim that the Second Amendment creates individual rights.  The original purpose was instead to insure that states could have militias, most notably for defending against the British, the Indians and slave insurrections.  Libertarians (and the NRA) generally attempt to ignore the link to militia, or ridiculously claim anybody waving a gun is militia.

Using the Second Amendment to create individual rights can be viewed as legitimate if you think of a "living Constitution" whose meaning changes as later generations reinterpret it: but most libertarian are opposed to that sort of reinterpretation because it can justify many other government actions under the rubric of "promoting the health and general welfare".

You do not need the Second Amendment to create a Right To Keep And Bear Arms of whatever sort you want.  All you need is to enact a plain old law.
